OUR OBJECTIVE

To provide quality, affordable training to PHA staff and commissioners

OUR APPROACH

  1. offering several core workshops every year
  2. offering special workshops when needed centrally or regionally
  3. co-sponsoring with other training organizations
  4. offering in-house workshops on request where feasible
  5. assisting regional organizations in finding trainers for their programs
  6. negotiating and contracting with other organizations to provide needed training
  7. providing a Texas Professional Certification program for PHA staff

Core Class Descriptions

• 100.1 Public Housing Agency Executive Management (4 days)

This class covers all the essential administrative aspects of the executive director’s job: board meetings, internal organization, filing and reporting, personnel, insurance, financial management, procurement, and more. It also includes a review of the agency plan process and basic assisted housing program information.

• 100.2   Fair Housing and Disability Rights (1 day)

This class covers all essential information required to operate an assisted housing program in compliance with Fair Housing, Reasonable Accommodation and Disability laws, including affirmatively furthering fair housing and service animals.

• 100.3   Public Housing Financial Management (2 days)

This class covers all the essentials of public housing funds management including a review of operating and capital funds, updates for asset management & project-based accounting, cost allocation, operating fund calculation and appeals, reading and understanding financial statements, budgeting best practices, FDS, PHAS, audits and reserves.

• 100.4   Housing Choice Voucher Financial Management (1 day)

This class covers all the essentials of HCV fund management including a review of all revenues available under the Voucher program, cash management requirements, the FSS program, portability, budgeting and monitoring, understanding and tracking reserves and VMS reporting.

• 100.5   Public Housing Occupancy Certification (5 days)

This class covers all steps in the occupancy cycle from determining eligibility for admission and waiting list management to verifications, income and rent calculation, lease and grievance requirements. This class is a combination of the Public Housing Admissions and Occupancy Basics 2-day class and the Income and Rent Calculation 3-day class (minus the HCV rent portion).

• 100.6   Housing Choice Voucher Occupancy Certification (5 days)

This class covers all the steps in the occupancy cycle from determining eligibility for admission and waiting list management to Voucher issuance, leasing, HAP contracts, income and rent determination and portability. This class is a combination of the HCV Admissions and Occupancy Basics 2-day class and the Income and Rent Calculation 3-day class (minus the Public Housing rent portion).

• 100.7   Public Housing Admissions and Basic Occupancy (2 days)

This class is a breakout module of the 5-day Public Housing Occupancy Certification Class and covers all the basics of eligibility and occupancy minus the income and rent calculation portion of the 5-day class.

• 100.8   HCV Admissions and Basic Occupancy (2 days)

This class is a breakout module of the 5-day Housing Choice Voucher Occupancy Certification Class and covers all the basics of eligibility and occupancy minus the income and rent calculation portion of the 5-day class.

• 100.9   Income & Rent Calculation Combination (3 days)

This class is a combination, breakout module of the Public Housing Occupancy Certification Class and the HCV Occupancy Certification Class. It includes income, asset and deduction determination, rent and total tenant payment calculations, and earned income disallowances (EID).

The following one-day training topics may be requested by a regional or local agency to be taken to the field.  These classes—EXCEPT FOR the Commissioner Basics and the Public Funds Investment Act training—may count as electives in the certification program. (other topics may be requested as well)
