TRAINER

TAMMY EMERSON is a seasoned public housing professional with more than 20 years of experience in housing administration, policy development, and organizational leadership.

She currently serves as Executive Director of the Housing Authority of the City of Victoria in Victoria, Texas, where she oversees all administrative and operational functions of the agency. In this role, she directs staff, manages operating and capital budgets, administers housing programs, and works closely with the Board of Commissioners and community stakeholders to support effective and compliant housing services.

Prior to her current role, Tammy served as Chief Housing Officer at the Hampton Redevelopment & Housing Authority in Virginia, where she provided leadership for housing service programs, supervised departmental staff, and ensured compliance with federal housing regulations. Her work included developing and refining policies related to residential real estate management, admissions, occupancy, and relocation.

Earlier in her career, Tammy held positions with the Fairfax County Redevelopment & Housing Authority and the McKean County Housing Authority in Pennsylvania. There, she gained extensive experience in housing management operations, asset management, program oversight, and property management, including the supervision of public housing units and Housing Choice Voucher programs.

Tammy holds a Bachelor of Science in Business Administration in Management from Clarion University of Pennsylvania. She is recognized for her strategic leadership, strong communication skills, and commitment to strengthening housing programs that serve communities effectively and responsibly.
